Mag. Florjan Kalaja held an open lecture for Law students at the University of Elbasan within the activities of the Jean Monnet Chair – EEAABAC at UNIEL. In this meeting, the topic of parole as one of the most important institutions of criminal justice and its application in Albania was discussed, starting from the best practices of foreign countries, especially the EU. In conversation with the students, Mr. Kalaja shared his experience as a judge in the Special Court of Appeal against Corruption and Organized Crime, focusing on the approach young professionals should have to the jurisprudence of the ECtHR and, at the same time, the ECJ.

Mag. Pëllumbi held an open lecture for Law students regarding the fight against corruption and organized crime as one of the subchapters of Chapter 23 of the negotiations. The fight against corruption is considered a priority in the EU integration process. The lecture was held within the activities of the Jean Monnet Chair – EEAABAC at UNIEL with the aim of addressing from different perspectives the role of judiciary reform in the context of European integration. Mr. Pëllumbi emphasized the importance of the new judiciary entities as well as the mission of restoring public trust in justice. During the conversation with the students, cases from the practice of daily work in the Special Court of Appeal against Corruption and Organized Crime were discussed.

A discussion panel was held at the University of Elbasan with Mrs. Pirdeni, deputy Chief negotiator with the EU and deputy Minister of Justice regarding the process of Albania’s integration into the EU and the current stage of negotiations for Chapter 23 “Judiciary and fundamental rights”. In this discussion panel with students and colleagues, under the supports of the Jean Monnet-EEAABAC Chair, the role of the Albanian institutions in this process and the work carried out so far were widely discussed. Of interest was, among other things, the discussion of Mrs. Bano regarding the concrete work done by the Ministry of Justice regarding the screening process and the discussion of prof. Arbër Gjeta, Chair Jean Monnet- EEAABAC, regarding the role of institutions of higher education and scientific research in the integration process during this phase.

Mr. Metani held an open lecture with law students where he explained the role of the institution of the High Inspector of Justice as a body newly created by the reform in justice for the evaluation and inspection of justice in Albania. The conversation with the students continued with their increased interest and specific questions about the functioning in these first years of the institution and the possibility to be involved as young professionals in the future in this institution. This lecture, within Jean Monnet Chair – EEAABAC activities, came after the signing of a cooperation agreement between the University of Elbasan and the High Inspectorate of Justice to enable student internships at this institution.

Prof. Dammacco, friend of the Jean Monnet-EEAABAC Chair, held an open lecture with students regarding integration and enlargement in the EU. The focus of the discussions was on the importance of the EU Summit in Tirana in 2022 and the opening of accession negotiations by Albania in particular. During his speech prof. Dammacco analyzed Albania’s path and obligations for it in some of the negotiation chapters, giving his opinion on Albania’s readiness for each of the chapters. During the conversation with the students was discussed the expectations of the integration process and the predictability of Albania’s accession to the EU within a 10-year period. The lecture was offered with translation for the students by the Chair-holder. As a guest since the beginning of the Jean Monnet initiative at UNIEL, Prof. Dammacco welcomed the work of the Jean Monnet Chair at UNIEL for raising awareness regarding EU legislation and Albania’s journey towards the European family as the only alternative.

Prof. Leccese held an open lecture for Law students at the University of Elbasan, within the Jean Monnet- EEAABAC Chair activities, bringing to the students a detailed description of the EU Directive on working hours and the way of its transposition in Italy. During the lecture, there was an active discussion about the Labor Code in Albania and the way to approximate European legislation in the field of labor law. The lecture was offered with translation for the students by the Chair-holder. Prof. Leccese welcomed the work of the Jean Monnet Chair at UNIEL and emphasized the readiness for academic collaborations in the future.

Following the lecture on February 28, prof. Luchena, within the Jean Monnet-EEAABAC Chair activities, gave a lecture about the ecological transition as a challenge for the EU for the future. The lecture focused on the EU strategy and the role of the member states in relation to the achievement of the objectives according to the EU agenda. The conversation with the students continued on Albania’s approach and readiness to achieve these objectives. The lecture was offered with translation for the students by the Chair-holder. Prof. Luchena saluted the work of the Jean Monnet Chair at UNIEL and emphasized the readiness for academic collaborations in the future.

Ms. Kalthi held an open lecture to the students of Law and Economics at the University of Elbasan regarding the instruments of pre-accession (IPA) and their role in candidate countries for EU membership. Emphasis was placed on how to manage and illustrate these instruments and how young professionals can understand and be aware of the role of these instruments in the integration process. There was a discussion with students and professors about the opportunities of Albanian institutions and individuals for being financed from EU funds under these instruments.

Prof. Sina held an open lecture about the role of the Judiciary within the EU integration processes. The emphasis of the lecture was placed on his personal experience as part of the new transitional institutions for the evaluation of judges and prosecutors, the vetting process, and with his current position as a Judge in the Supreme Court of Albania. The conversation with the students continued regarding the role of the Albanian High Court and the possibility of students to become part of the Judiciary in the future. Prof. Sina congratulated the initiative taken under Jean Monnet action to bring the topics affected by the EU integration process as close as possible to students.

Jdg. Pëllumbi held a valuable lecture for students of Law and Economics regarding the role of Justice Reform in Albania within the integration processes towards the EU. Emphasis was placed on the functioning of the new justice system in Albania, initiated with the help and assistance of partners such as the EU and the USA. The role of justice is crucial in the process of European integration, being Chapter 23-Judiciary among the chapters included in cluster 1 of negotiations with the EU. Jdg. Pëllumbi responded to the increased interest of students for information from his daily work in a new court created by the reform and the challenges for the future.

Prof. Dammacco, a permanent friend of the Jean Monnet Chair-EEAABAC, held a lecture with Law students about Albania’s challenges on the way to European integration. Prof. Dammacco, in the capacity of a good connoisseur of Albania in its journey towards the EU since the beginning of the post-communist era, offered a valuable lecture for students on the historical stages of integration process.

Prof. Teliti held an open lecture with Law students on the integration process and challenges related to consumer protection legislation in Albania and the impact of EU legislation. The focus of the lecture was on acquis adoption and obligations of Albania within Chapter 28 of the negotiations with the EU.

Dr. Dodani held an open lecture on competition issues and the development of European legislation from the Treaties to EU legislation as well as stressing the role of the decision-making of the ECJ. In a comparative way and in relation to the obligations within the integration process, the Albanian legislation on competition and its alignment with that of the EU was also analyzed.

In his speech, Prof. Dammacco focused on the process of European integration and its importance for Albania and the Western Balkans and for the EU itself. Prof. Musi held a lecture within European Transport Law course regarding the latest trends in the EU concerning autonomous ships. Professor Musi focused on the importance of European legislation in maritime law and the redefinition of classical concepts within. In a conversation with the students were emphasized, the importance of the right of transport in the EU and the academic dignity that this subject should receive in the Albanian Universities. Prof. Musi wished good luck to the Jean Monnet Chair EEAABAC at the University of Elbasan

In his speech, Mr. Myzyri focused on the process of approximation of legislation in a very delicate field such as Public Procurement, which is included in cluster 1 of the negotiation’s framework. During the lecture, was stressed the importance and influence of the ECJ rulings in the field of procurement in Europe and the influence that the jurisprudence of this court has and will have in Albania. At the end of his speech Mr. Myzyri congratulated the initiative taken under Jean Monnet action to bring the topics affected by the EU integration process as close as possible to students.
